Log in to Hope Town and find Hope Technology Headquarters:

After arriving at Hope Town, land and head to the Hope Technology Headquarters located in front of the landing field.

Dealing with potentially hostile guards:

Depending on how well you complete the Hammerfall Freestar Collective faction missions, the Hope Tech Guards may become hostile. If you’ve already completed the quest, be careful when entering. Completing the “Unexpectedly Happened” mission is still possible, but killing the guard may result in a 250 point deduction.

Enter the Hope Technology Warehouse:

Inside HopeTech, stay on the first floor and go behind the reception area to enter the warehouse. There are various mechanics, robots and security guards from Hope Technology in the warehouse. This is an open area, so you can move around freely without angering the guards.

Board the transport starship:

Go to the back of the warehouse and board the transport starship. Climb the ladder to reach the cockpit.

Locate the service panel outside the cockpit and mount the ARC device there. Be alert to the patrolling HopeTech security guards; wait for the right moment to place your device without being noticed. Return to Imogen in Dragon Tower:

After successful implantation of the ARC device, leave the facility. Return to Imogene in Ryujin Tower to claim the reward of 2500 points. Imogen will mention that Ryujin Industries CEO Masako will be watching TV tonight, but you won’t know the full impact of the “accident.”

Find the service panel and observe the security guard:

Near the cockpit you will find a service panel where you will need to install the ARC device. Take a moment to observe the nearby Hope Tech security personnel patrolling between the cockpit and the service panel room.
