Who is Delgado Starfield?

In the video game Starfield, Delgado is an important character who plays a key role in the United Colonies quest line. Should you betray the Delgado Sector?

During a mission to the locks, Mathis proposed stealing Crixus’ legacy from Delgado and taking over leadership of the Scarlet Fleet.
